Operating yes, under construction no! I know first hand from a family member in the SW La construction industry, that as of yesterday contracts for several hundred thousand yards of concrete being sent to an already under construction LNG project were voided. Along with the cancelation of large amounts of cement powder utilized for stabilization purposes. Something along the lines of the EPA requiring new 2-4 year environmental studies on even ongoing projects. People here are pissed.
