Maybe not Congress, but a well regulated militia is subordinate to the civil authority (usually the governor) and has an established command structure.

You and your friends drilling with rifles in the woods is not well regulated, and not protected.

How is it not?
Woods. Speech. Assembly. 1st and 2nd amendments. Do we need a permit to stand in a straight line? To learn how to shoot?

Nope. "well regulated" means "ability to drill, march, and perform maneuvers". See the Baron von Steuben book that was popular at the time.

Nope. One of the key purposes of federalism was to negate the need for each state to have a standing army. That's why the Constitution guaranteed protection of all states both collectively against invasion--something it's completely failed to do.
