The underdark is part of act 1, through the mountain pass is part of act 2 (not sure if it completely closes off quests or not, but I'd finish all of the Underdark and everything in Act 1 before heading through the pass).

I can’t speak to the Mountain Pass route, but there is a specific elevator in/after the Underdark route that triggers Act 2. It’s clearly demarcated.
