For me, the Act 1 area was the toughest to find enough things to give me experience. They are there, but it feels like they spread it out further apart on this map than the others. It could also be that by the time someone finishes Act 1, they have a better feel of where to find things to do.
You're playing a rogue so you'll have a decent chance at finding hidden passages. Look at your map for areas that look like the path continues on into the areas still blackened (fogged). There is an old, abandoned temple north of where the ilithid ship crashed with lots to experience. There's a hidden cave near the entry to the druid grove. There's a whole other town to the west of the druid grove.
Also, you get experience from accomplishing things like Intimidation, Persuasion, etc. There are interactions where you can do these things then fight anyway (thus double-dipping in getting exp from them).

we experienced the same thing, so we ended up going through Act 1 faster than we should have. The result being we missed some key things that would have opened up additional side quests in Acts 2 and 3.
Just finished yesterday afternoon and are already planning another playthrough. Neither one of us had played a game like this before so we had no idea what we were doing in much of Act 1. Should be able to fare much better in the 2nd playthrough.
