They have half the number of wins as another historically bad team in the SA Spurs. Then again, you could say they are only two games back of the Spurs as well.

You underestimate the incompetence it takes to lose 73+ games. There's been a number of teams that started the season 2-38, 2-39 and they all ended up winning 11-15 games. That's because there's always a bunch of teams tanking during the second half of the season for better draft positioning and the team that is historically bad will actually be one of the few trying hard because nobody wants the black mark of having single digit wins on their resume.
