For a good deal? Sure then section 8 it and use that income to afford a better personal house.

No, the local governments should enforce existing criminal codes so people would rather live in town. The ratio of areas where you don’t want to live would drop down, more neighborhoods would be open for development, there wouldn’t be a constant exodus to suburbs that strains the infrastructure of a city, lowers the value of homes in cities, etc.

It’s a cycle.
