It is certainly what Russia felt about Germany going green, especially if you know much history, especially WWII.
Germans have a lot of some resources (coal) and little of others (petroleum). Hence a lot of their war aims were to do what they could to secure more.
Stalingrad in particular was an attempt to grab the various oil producing areas of the Caucasus to feed the war machine because, to that point, they were dependent on Romania for oil.
As a professor put it to me once, “you can get an idea of how much Romanian oil there is by the number of Romanian oil sheikhs in casinos around the world.”
Voluntarily moving away from the resource you have to one provided by someone else puts you at the mercy of whoever is supplying you.
