Then it shouldn’t have been a penalty at all because it wasn’t late. It isn’t possible for that to be roughing the passer because of contact to the head (per the white hat’s call on the field) without it also being targeting.

Learn the rules. You cant hit the QB like that when he is “defenseless.” That was why the flag was thrown.
You can bump him or push him as a result of incidental contact but you cant obliterate the player who cannot defend himself. Same goes for receivers.
