I'm not seeing a problem with this strategically or even tactically. The greatest fear would be the hostages. You run the risk of drowning them as well.
Someone like Caesar would be ambivalent about the hostage situation. I think when dealing with Hamas or even Hezbollah, approaching this like Caesar is advantageous. Flood the tunnels and treat the Gazans like the Romans treated the Gauls at Alesia .... wall them in

I think you have to assume the hostages are dead already. If some of them can be found alive then great but in all honesty most will probably be broken mentally and physically.
