Out of all of these, Lattimore is the only one coming close to playing up to the value of his contract. Ram also before this year, but it’s not looking good with a degenerative knee.

The thing about Carr is everyone loved to tout the "it's really a 2-year deal with an out" meme, but that assumes we don't touch it this offseason (in order to clear cap space)
The only way we're getting under the cap next year is by pushing most of the money listed in your quote down the road, including Carr.
