The story doesn't say she intentionally communicated anything. Menacing doesn't fit.

I understand the statute, I guess, but I would think that there needs to be some reason to think that the intent was serious and that there was a reasonable belief that she could follow up on her list. Maybe we have not heard all the details, but just making a list of people she hates should not be a felony.
