They expect the DB to react to the wide receiver route, run a 4.4 to keep up with them, and do it all while keeping their head turned the entire time to see if the ball is going to have the proper distance or not.
The only way to fix it in the NFL is to get rid of the spot foil portion of the penalty.

Not a big fan of the spot foul. Having said that, there would be a whole new batch of problems if DBs knew that 15 yards is the maximum penalty for their actions. It would get ugly
