When can we tweak the roster?

I've been out of the loop, and the rules aren't the same as it used to be.
In the past, teams used to cut down the roster, and then there was a little flurry of activity where you'd see guys pick up some of the final cuts. You take a corner cut by the Packers maybe, and drop the last guy you had. This would happen before opening day.
Is that still going on, and is it still allowed? I haven't seen any movement on the Saints, outside of the practice squad.
If so, are there any players that we might want to get?

but can we sign someone today, if he's available? Say there's a safety that you prefer over the last guy on our roster, can we do that right now? Or do we have to wait until some period opens up?
I'm asking, because as far as I can tell, we haven't grabbed one dude from the cut-down lists. And that's NEVER happened before, best as I can remember. We always picked up some WR, or LB, etc, from another team's discards on the final cut, before the season actually started.
And I'll admit I haven't followed too closely the past couple days, but it doesn't seem like there's anyone in the league doing that.
I get that Jaylon Smith has a 'handshake deal', but I'd think if the Bears (for example) offered him a contract RIGHT NOW he'd take it, rather than wait a week.

OL. If Loomis sees a young guard somewhere that could possibly be a starter or a quality backup he should sign or try to trade for them. Next year’s draft we need to invest in the OL heavily.

He wants to be here based on agreeing with the handshake deal, and I think recognizes he has an opportunity with our lack of depth. Probably would take a larger contract to make him go elsewhere.
As for the topic question, once free agency opens, which was way back in March, players are subject to cut and waiver rules depending on their years of experience and what point in the year it is.
So we can make moves at ANY point once free agency opens up until it closes at the end of the league year. Just need to follow the rules for claiming with waived players, or sign guys if they were cut/free agents.

I still say it just seems weird right now. I remember as a kid, getting the Advocate sports page, and staring at the transactions section. Just pouring over the waiver wire after final cutdowns.
There'd always be about 4-5 guys cut from other teams that were better than your last 4-5; and you'd see some last second shuffling BEFORE game 1. I miss that.

I think Smith will be on the active 53 after week one. He needed a bit more time with the playback.

Maybe we sucked then more than we do now? As to this year try following the Cards. They suck and are playing with their roster like you are remembering.

I suppose the bigger thing is this-
with the 1 late cutdown day, you now have more time to evaluate players,
and you also don't have that time period where you make your first cuts, and teams sometimes take a flyer on a couple of those. For example, somebody gets squeezed out of the Packers roster on the first cutdown date, and you pick him up for the rest of your camp. That used to be a thing, it's really not anymore.
And I guess also, the deal about making opening day rosters with regards to contracts; teams aren't moving right now because they don't WANT to sign, say, Smoke Monday to a guaranteed contract. They'd rather take a chance after week 1, bring him in and see if he develops for you.
As I said, it's just part of the preseason I miss. I used to like all the moves that went on, and we don't see that now.

I do think this year with all draft picks making the 53 and no injuries to starters we just did not have the revolving door as in years past. Coach also spoke all camp long about having good depth and players with competition everywhere.
