I think it really comes down to some people just didn’t realize how dirty the game really was.
I never thought our government was so corrupt until Trump won. The establishment took everything to new levels never thought imaginable to undermine his Presidency. Honestly most of the things that have happened I would have only thought could be exaggerated fiction for a TV show or movie.

I’m confident in saying if Trump had known these funds would be used for massive ballot harvesting and mail in voting (against state law) he wouldn’t have signed it.
Pretty disingenuous to represent it that way.
