Is it? If banks have such foresight, why do they keep needing to be bailed out? If insurance companies have such foresight, why are they suddenly raising rates and backing out along the gulf coast?

Fair enough points, but
For banks - the problems that have facilitated bailouts have been liquidity problems or market related. It’s definitely tied to investment decisions, but typically not from just bad investments
For insurance- it’s much more simple. Terrible underwriting for storm risk. For one, they simply didn’t underwrite for the risk of large trees next to houses. I had a tree go through my house during Ida, and my company didn’t even consider trees when they renewed me after the storm. They go out of business and the next company that writes my policy also neglects to evaluate my risk due to trees. My neighborhood had 5-10% houses with major damage and all were due to trees - they clearly should have been charging more or refusing policies specifically for tree risk. Another reason is construction costs (and existing home prices) after hurricanes always go up, however they sell the escalator endorsements but not with the standard policy. Well, if your policy is replacement cost, insurance ultimately has to pay the current cost to replace, up to insurance limit. They should have required that endorsement premium rather than hiding it (or increased deductibles). Another is that they acted as roof maintenance programs - they should have a separate deductible for roof coverings just like they do “other structures” to help with the cost share as it is by far the most common claim and a more consistent geographic risk pool. Lastly, there are laws that lay out contractual damages for insurance companies acting in bad faith, which they almost always do and have been sued into oblivion. Bottom line is insurance has been too cheap, they have been to stingy, and the companies are dropping left and right as a result.
The rampant hypocrisy surrounding global warming should tell you everything you need to know. But if it doesn’t, just take a look at the policies that have put in place so far to mitigate it. They almost universally encourage some type of spending, and do very little to actually change behaviors. All while the hysterics of its effects are at an all time high.
Those that trust the science all KNOW that all life on this planet has been disrupted several times due to climate change millions of years ago. They may choose to believe that dinosaurs farted themselves to extinction, but the reality is pretty clear, we are on a rock hurling through space with millions of conditions resulting in surface temperatures that can support life as we know it. We are lucky to be here, and we won’t be the last animals on this planet.
