Identify this bird (terrible picture)

Osprey have that zoro mask thing going on around their eyes and behind
Mississippi Kites have more grey color to their wings, but do have pronounced eyes... but they're usually smaller
But this bird is blurry like bigfoot... so I'm leaning in that direction

Definitely a Mississippi kite.
Wings are greyer than an ospreys, the "mask" is a character of kites as well, and there is no obvious silhouette of a beak reminiscent of a bird that catches fish for a living. Also, the wings are more pointed, like a kite.
If it were an osprey, the wings would be browner, the "mask" would extend backwards along the neck and connect to the brown in the wings/back, and the beak would be much more prominent on the face.
