eta or maybe 2019? i can't read government regulations very well.

eta looks like it was mandated for commercial in 2007 and consumer pools at a later date.

Effective 1 year after December 19, 2007, each swimming pool or spa drain cover manufactured, distributed, or entered into commerce in the United States shall conform to the entrapment protection standards of the ASME/ANSI A112.19.8 performance standard, or any successor standard regulating such swimming pool or drain cover. If a successor standard is proposed, the American Society of Mechanical Engineers shall notify the Commission of the proposed revision. If the Commission determines that the proposed revision is in the public interest, it shall incorporate the revision into the standard after providing 30 days notice to the public.

In 2007 the United States passed the Virginia Graeme Baker Pool and Spa Safety Act. This act stated that any public swimming pools have dome-shaped covers over their swimming pool main drains so that the possibility of entrapment is reduced. The government did not make it mandatory that private pools take steps to replace existing main drains, however, if you will be doing any work to your pool it’s a great time to make the change for safety. New residential swimming pool code requires two main drains to be installed into the pool bottom, at least 5' apart, and to also have these dome-shaped covers over their main drains.

I’ve never seen a dome cover on a pool drain. They don’t use those anymore and if they did it was a short period. The anti-vortex are all they use. My dolphin works fine.
