If someone travels out of state for an abortion what business is it of his?

If the someone traveling out of state for an abortion is a minor who has been impregnated by statutory rape in Louisiana. Then it would be Landry’s business.

You're hypothetical has the rape occur in Louisiana which the adjudication of that rape would be in La.
The overarching theme is Landy's wants information on matters that the only connection to Louisiana is that the person is from La., not that the alleged act occurred there.

Why stop here? Louisiana could start by this logic to hand out speeding tickets that people get while driving in Mississippi to Louisiana, because it made the roadway into Louisiana unsafe by that person speeding

The statutory rape would be his business, and he has jurisdiction over that if he occurred in LA. The rest? Meh
