Intent and using instrumentalities of commerce to get to your destination, probably.
But the analysis is different between states in our constitutional order. What about the full faith and credit clause? Or the sovereignty of state A to make laws enforceable within its borders. California’s sovereignty is eroded if Louisiana can dictate what goes on within its borders.
That’s not even getting into the slippery slope of legal marijuana or other medical procedures (stem cell, etc.) that may be banned in one state.
Landry really has no discernible first-order principles other than fighting culture wars for more power.

Yes the irony of the "state's rights" crowd pushing this is that it would, in fact, destroy state's rights.
What if the opposite happened, and California sued LA and asked for an injunction for LA prosecuting a CA citizen arrested for possession of MJ while in LA?
