Yes, it is nothing. It has zero effect on anything whatsoever, beyond adding a page to the Congressional Record. It does nothing to punish anyone. It’s as meaningless as an impeachment without a conviction. Nothing more than a useless resolution (piece of paper) passed by the House.

Wrong. Schiff wasn’t happy about it happening, including most Dems, so that’s good enough for me. He lied on television multiple times and should be held accountable. Republicans can then bring it up later in speeches over and over and ask when he will pay the 16 million dollar fine back to the taxpayers.
