811 call won’t cover anything on the home side of the public R.O.W. But the electrician should be responsible for that.

811 only works for municipal side of utilities. Not for private side of utilities.
Power to the meter. Anything after that is private
Water to the meter. Anything after that is private

It's the law, however they do not locate or mark private property pipes. After the gas meter, electrical line after the meter box and water meter you are on your own.
