Not true.
Carter went to the US Naval Academy, served in the Navy for 7 years (he was the executive officer for a submarine, and later graduated from the Navy Nuclear School and, during his Presidency, established the Department of Energy.

You forgot to mention he gave away the Panama Canal, left fifty hostages in Iran, and eliminated the Democrats usage of the "Misery Index" for measuring the state of the economy.
