Athletic fields/courts are complete money losers for private business - even in the best circumstances and locations. They are great for municipalities, due to sales tax and visitor/hotel taxes.
So any private industry claiming to invest in amateur sports fields is either dumb, or a grifter.
Water sports parks are also a big loser, outside of huge cities with large populations to support. New Orleans has neither. This will likely never be built, will fail if so.

Traction would like a word with you.
There's a ton, a ton, of money to be made investing in youth sports right now. Now, it has to be a nice facility and safe... but there's plenty of baws and bawettes out there who would spend $50/day on a pass that allows them to watch Jaxxxxxxxxxson play games at 830 and 300, and to swim in between games.
