How did Biden’s State Department issue a rule in 2021 people could change their gender on passports on their own whenever one wants without any proof and regardless of what’s stated on other official documents.

Besides that making gender meaningless for official IDs and travel documents I thought passports listed sex not gender or did they change that as well for new ones?
