He was right about the positives of his mom's discipline and the need to fear God. But almost everything else he said counters and neutralizes this.

For the part I viewed, he never made it victim-centric, just criminal-centric.

He is unfit to be in leadership.

I agree.

The problem is that the police, the school board, the courts, the "programs", the churches, the non-profits, the task forces, the committees, and whatever else they throw at this won't change anything. Unless these people actively choose to change things, it's just going to get worse. And they zero interest in doing the work required to bring real change.
