Damn, really? I thought "broken window" was just an expression, like a stand-in for not tolerating minor violations. I think maybe the police departments you're talking about took it a little too literally. Unless you're just pulling our legs, in which case that was a pretty well-written post.

I was comparing the broken windows policy to the "zero tolerance" policy in the petrochemical industry. I assume OP is in the industry, The police dept stuff was just a colorful way of comparing.
