This is naiive, IMO. Your civil rights are violated every time you are the victim of a crime. There is never going to be a solution that fixes what you correctly identify as the problem, widespread longterm cultural rot. You can either wield power against them or have them wield it against you. In places like New Orleans, they are currently wielding the power against you by maiming, killing, vandalizing, and stealing from the law abiding. Unless you can unfrick the last 60 years of family disintegration or amend the constituion to allow more invasive policing, your only option is to just use a heavier hand and let the chips fall where they may.
