Until the petion is submitted the names on the petition should be the work product of the organization. The media should have no legal right to the list until it is submitted and files for public record.

Maybe ideally. That isn't how the law is written though. When the first signature is written it is public record.

Politicians wrote the La recall rules to make sure they never got recalled.

Right, that's what I take from it. If it hasn't been filed yet, then it is not public record. If it's not public record then the public (Advocate/Picayune) does not have a right to that information.

eta: Guess I'm completely wrong and it's public record starting with the first signature (according to other posters).
