Looks like something from Maurice Sendak. A refugee from "where the wild things are."
You found a pic of the statue. Stands to reason that it was probably attached to a story of some sort.
Any chance of a link to that story?

From what I can tell, it appears to be part of a PRIVATE art collection.
It is an ugly piece of privately-owned art. The horror.
