How much in tax revenue do you suppose a town of 4000 people has to pay the typical police officer? Are you seriously going to pretend you don't know what pretty much 99% of such departments exist for? On an LSU board? I mean, I'm assuming you've been around small towns before.
This particular town's department was 100% blue uniformed tax collectors.
As are pretty much all similar town departments.

How many should be on shift? How many hours per week? How much time off? Why are you taking one example and extrapolating it to all, because you just know it to be so?
