As mentioned above, it's more of a convenience for the parents. High school kids have school, sports practice, band, cheerleading, jobs, etc. If a kid is doing everything right (staying out of trouble, making good grades, working and/or doing extra-curriculars) then why not?

if all conditions above are met and the kid is responsible I can see it, with limitations, but not being blessed with a car just because they’ve a chronological mile marker

Sure, but ain’t “gifting” a kid a $15k+ car for a convenience. I’m planning on buying one my kids can share while they save up for their own, but nothing is given.
