The only true way to remove personal storage from a hard drive is to drill a hole through it. I've bought used laptops with the hard drive "wiped" and can still pull up personal information, photos, videos, etc.

Somebody did a bad job. There are ways to permanently delete files. Additionally, you could use a strong electromagnet to completely wipe a hard drive.
