Some cars don’t have a different lamp for blinkers and brake lights, like a lot of trucks, so the only way you can tell someone is braking is if the high mount light is working.

ETA Meaning that when they do actually put on their brakes, it’s not as obvious as it would be if their hazards weren’t on.
