If a HISTORICALLY BLACK College or University is getting a discount, then it is effectively a racial discount given enrollment and employment at these schools.
If any other discount were given that disproportionately shorted some minorities, whining would ensue about disparate impact.

So it’s ok to offer a discount to the klan because they are 99% white? How about a discount to only a historically white college? Oh that’s right. I would be considered a racist if I used such terminology.
