To be fair there are two shooters in this video and one of them appears to be either white, hispanic or light skinned black. Kind of hard to tell from video quality.
This was probably a professional hit and not some random robbery or street encounter.

This. The primary shooter ends up going up to the victim and putting at least a half-dozen shots directly into his dome from inches away.
That's either batshit crazy and needs to be put down like a rabid animal, or it was personal.
