Not sure if the players are technically employed by the organization or the NFL, but OSHA only applies to the employer. So in the case of the Bills, wouldn't the responsibility for shade be on the employer, either the Bills or NFL, and not on the Dolphins?

Correct, assuming they are employees, it's on Bill's management to provide for their players. If players are contractors with the Bills, then it's generally up to the contractor to provide their own safety, unless otherwise spelled out in the contract. IANAL, so I could be wrong, but I have a decent bit of experience with employees and contractors in regards to OSHA.
