That was what a royal hunting party was meant to look like. Martin himself said that the one in GoT failed to come close to capture what they really are like and this one righted that wrong

While it was definitely what a party should look like, I could see where someone like Viserys would also struggle with killing an animal in such a way. He was once a dragonrider who fought in battle before Balerion passed. He knows what it's like to actually "battle" and setting up a deer like that is pretty awful (even if historically accurate).

To have to kill a deer, that wasn't even the deer that was hyped up to him, had to be disheartening. At that point you're just killing this deer for shits and giggles. And even if Viserys has his derp moments, he seems at the very least like a decent person.

He's definitely conflicted, but even in the times he stands firm with his convictions, he invariably backslides into being a beta male. It seems Viserys is beholden to tradition each time it runs counter to what he clearly knows to be the right things.

Didn’t Viserys just jump on an old tired Balerion once when he was a kid, fly around Kings Landing a few times, land, and then never ride a dragon again?

I don't believe that Viserys ever fought in battle as his grandfather ruled over a very peaceful and prosperous reign.

I think in some ways he sees himself in the deer.He seems to be slowly wasting away and can probably feel death closing in on him just like the deer trapped there while they both are surrounded by all the lords and retainers. He wants to do right by his daughter but as he told her earlier even he does not exist above duty and tradition and the pressure is getting to him.

Seeing him drown his sorrows with alcohol reminds me of later stage Robert Baratheon. Another guy who had good intentions but wasn't fit to be king.
