But they can't force him to hire anyone. Put on a hiring freeze, wage freeze, promotion freeze, etc.

Make it a horrible place to work and then don't replace the ones that quit.

In his first term, Trump bitched about the administrative state, when he should've been using it against itself.

Don't do a "muslim ban"

Just make it so difficult to get through the red tape, that no one from those countries can do it.
