This is very inaccurate. If chasing somebody could cause harm to the person, officer, or the public, then a lot of times they are called off. Especially if the reason you are pursuing is because of a person not wearing a helmet.

He probably "got away" because they didn't put up much of a chase at all.

Yeah, if the police are able to identify the driver then there’s no reason to chase and put people in danger. They can just get a warrant unless leaving the person on the road creates more of a danger than attempting to stop him.

yes, I realize that. I meant that running from the cops may provoke a chase, and it certainly raises suspicion among the police as to why the guy is running and forces them to make a decision about chasing. But yes, they don't always chase.
