Missoula, MT is a pretty awesome college town, that has most of the amenities that you’d want, including a young population (the University of Montana is located there). It’s got bars, restaurants, nearby hiking, fly fishing, hunting, etc… Montana is like a less populated Colorado (including legal recreational marijuana )

Sylva NC - small town within an hour of Asheville, adjacent to the Smokies, Western Carolina University within 15 minute drive, tons of outdoor things to do, many local brew pubs, no big city issues

Smaller town outside of Charleston
Anywhere along the coast in Maine
Carmel or Monterrey in California
Near San Diego
Smaller towns near Seattle
Scottsdale, Arizona
Florida: panhandle towns, Sarasota area, Islamorada, Vero
Beach, Melbourne, Jupiter, Sanibel, Naples, maybe Ft. Myers.
Smaller town close to Austin- like Georgetown.
Texas Hill Country towns- Dripping Springs, Fredericksburg, Blanco, Bandera, Wimberley, Boerne, Kerrville, Utopia, Concan, Leakey, Llano.

Well, smaller than Austin..Places I consider small towns are probably not somewhere he'd want to live.
