They signed up for service. Entergy still has to pay for upkeep of the infrastructure that provides them that power even if they choose not to use any.

$115 is excessive but it shouldnt be $0 either

No, they still had electricity service running to their property. I don't think it's news that there are a lot of fees associated with utility bills.

Would be pretty funny if these people were on levelized billing and were surprised they got a bill

No.

I'm pretty sure shutting the main breaker off does not mean canceling service. Entergy smooths their bills based on historical electricity consumption.

no, they still have a utility meter on the their house still providing service to the home

no, they just stopped using it, you still have minimum fees for the service being connected even irf its not used.

they needed to have the service disconnected (meter removed and locked out) then they have no service and no bill

i have been paying $25 minumum charge service fee on a property for years, yet the meter never turns except when i use an extension cord to air up my lawnmower tires

No. Turning your power off at the breaker box isn't the same as cancelling the service.
