Maybe eventually, but that isn't the main reason for hunting permits.

I believe the reason is because older males can kill cubs and younger males which retards the herd/pride's proliferation.

ETA: I also think they are more of a threat to humans when they get older, but I'm not positive.

I think that the predators are not numerous enough to perform that function. The deer in Utah have no natural predators anymore because all the wolves have been killed. There are too many of them, and the hunters keep the numbers under control, which prevents disease from spreading more.
