I would raise the minimum salary. If you’re on the active roster for one game in a season, you’re a millionaire (if they’re not already). How many players do teams typically use in a season?
If you play in 40 regular and postseason games combined you go on the NFL lifetime medical plan

The NFL also hands out huge signing bonuses which are mostly guaranteed.
