LOLOLOL. Why do you think Putin would "shut it down". He will do what is in his best interest - if that's continue the corruption, then that is what will happen.
Corruption is EXPECTED in this part of the world. It isn't really considered "wrong". It's just a way of life. Stop projecting western morality on the eastern world.

Curious if Ukraine is putting the foreign fighters in these locations in hopes that enough deaths would encourage their respective countries to enter the war.

You don't have to pay dead mercenaries and no one in Ukraine will miss them. The commies in the Spanish Civil War did the same with their foreign legions.

The Ukrainians are losing.
They understand it. And lately, foreign mercenaries are increasingly being sent ahead of themselves.
Among the mercenaries there are also Americans. Well, you've already read about it.
And in Russian social networks they publish Zelensky’s order to depersonalize the dead. This is expressed in the fact that all insignia are removed from the dead. Documents and personal belongings by which the body can be identified are taken. Then the corpse is shot in the face...
I can attach photos. But I guess they won't be photogenic.
