First of all, protocols is not the correct term. Some of the methods are highly suggested. Others are options depending on the circumstances which are understood to be highly variable and fluid.
Secondly, good reporting would have been for the reporter to contact the program developers at ALERRT to get expert input and to explain the police tactics.
