It add a Thought Crime to it.

The act is still the same, but what you were THINKING is also a crime.

This way, we can decouple the violent part of the crime from the thought part, and be left with a separate thought only crime in the near future.

We do the same with terrorism, if the act was politically or ideologically motivated the perpetrator can be sentenced, tried to a different standard.
