this is correct. At&t has removed all versions of uPnP from their hardware. There is zero allowance for uPnP on at&t fiber internet services using their hardware.

In the router, leave port forwarding on. Forward port 32400 to the private address of your Plex server.
In Plex, enable "Manually specify public port " and specify port 32400.
