ETA: I'll say i know it was but I don't keep up with that these days. Based on website info, I am not so sure any longer.
As for the LSUPD here is the statement on their website

LSS Police are somehow associated with the State Police. I don’t know the exact relationship, but they have the same authority.

They're stand-alone police departments and are not part of the parish SO or local PD.
