I actually believe this is a good law. There are times that people get arrested for things they did not do and have not been found guilty yet. Those pics stay up forever.

This.
Describe the appearance/race all you want, but not fair to publish a person's picture if they haven't even been tried. Unless it's a plea to the public to watch out for a specific person that is at large and believed dangerous.

It's different if someone is an imminent threat to the public.
Otherwise, I don't see the purpose in publishing someone's name or photo before they are tried. We have due process in this country.
