I could be wrong, but I think I heard this week that there is a out an 85% correlation between screenplay and best picture.

In other words, screenwriters determine who the nominees are, but everyone determines who the winner from the nominee pool is.
Not to mention it wouldn’t make sense because we already have the specific guild awards.
